What a transport control tower actually is, how it differs from a TMS, and how European shippers decide which one (or both) they need.
Ask five vendors what a transport control tower is and you'll get five different pitches, most of them designed to sell you something. DSV has one definition, project44 another, and half the RFPs landing on procurement desks in Rotterdam and Munich right now use the term interchangeably with "TMS" when they're not the same thing at all. What is a transport control tower?

It sits on top of one or more execution systems, typically a TMS, rather than replacing them.
The term borrows its metaphor from aviation. The control tower at an airport manages safe and efficient movement of air traffic, overseeing takeoffs and landings, and similarly in logistics, a supply chain control tower serves as a central hub, monitoring, analyzing and directing operations across the supply chain. In practice, that means a control tower doesn't book a single shipment itself. It watches the shipments that are already booked, flags the ones going wrong, and pulls performance data together so someone with authority can act on it.

Control tower vs TMS: the actual difference
A TMS executes shipments: booking, tendering, rate comparison, documents, tracking. A control tower monitors and orchestrates across execution systems, carriers and modes, usually adding human expertise and analytics that a TMS alone doesn't provide. One does the work, the other watches the work and improves it over time.
The clearest way to see this is that a Control Tower is not a stand-alone system, but more a service offered by a 3rd party that uses a TMS, among other tools, and on top of that, a Control Tower adds specialists. A worked example
Medical device manufacturer Elekta runs its transport management through Kuehne+Nagel Integrated Logistics, and the structure shows the layering clearly. The KN Control Tower is the operational hub for the transport management service, and currently there are 2 separate KN Control Towers in operation for Elekta: the KN Luxembourg Control Tower manages orders from suppliers located in either North America or Europe, and the KN Shanghai Control Tower manages orders from suppliers in Asia Pacific. - Unsure whether you want to keep control in-house or hand it off: when companies want to maintain control over their transport, they have a choice between working with a Control Tower or purchasing their own TMS, and the key lies in the difference between them: a TMS is for shippers who manage transport in-house, while a Control Tower is intended for those who want to outsource transport management and optimization and benefit from external knowledge and expertise.
There's also a hybrid path worth knowing about. Between Do-It-Yourself and outsourcing transport management, there are also hybrid options, where the shipper and the Control Tower work together within the same transport management platform. That's often the realistic answer for a €30-80M transport spend company that wants oversight without losing all internal knowledge of its own network.
The technology stack underneath a control tower
A control tower is only as good as the data flowing into it.
