What Is a Transport Management System (TMS)?

A transport management system (TMS) is software that shippers use to source, plan, execute and settle the physical movement of freight across carriers, modes and borders. Gartner defines transportation management systems (TMSs) as software that supports multimodal sourcing, planning and execution of the physical transport of goods across the supply chain, allowing a shipper to manage varying levels of transportation complexity across multiple transport modes and geographic regions, and these solutions are utilized by shippers of differing sizes, operational complexities, industries and geographic locations. That's the whole definition. Everything below is context, because "TMS" gets used loosely, and the loose usage is exactly why buyers end up shortlisting the wrong tool.

TMS vs WMS: goods in motion, goods at rest

The short version: a TMS manages freight between locations, a WMS manages inventory inside a facility. They sit next to each other in the stack, not on top of each other. A TMS primarily manages the external movement of goods, from the warehouse to the point of delivery, while a WMS focuses on internal warehouse operations, managing inventory and activities within the facility itself.

Here's a quick way to tell them apart when a vendor's pitch gets vague. If the screen shows dock doors, pick paths, bin locations or cycle counts, that's WMS territory. If it shows carrier rates, tender status, transit lanes or freight invoices, that's TMS territory. If a system claims to do both equally well out of the box, ask which one it was actually built around, because the other side is usually a bolt-on.

TMS vs fleet management system: freight vs vehicles

A second mix-up, common in vendor marketing that targets both audiences with the same landing page. A transport management system mostly focuses on the goods and how they'll be carried from point A to point B, while a fleet management system primarily focuses on the vehicles that carry the goods. One is about the shipment, the other is about the asset moving it: fuel, maintenance, driver hours, compliance.

For most companies in the €10M+ transport spend bracket that outsource to carriers rather than run their own trucks, fleet management software isn't your concern at all. It only becomes relevant if you operate a private fleet alongside your outsourced carrier base, in which case you'll want a TMS that can at least exchange data with whatever FMS runs your own vehicles.

This is the distinction that trips up the most buyers today, because the two categories have started to overlap. Shipper TMS vs forwarder/carrier TMS

This one matters most for how you shortlist vendors. While all TMS platforms are built to manage and optimize the movement of cargo and freight, the different types of TMS platforms are built around the user's role in the supply chain, which leads to a fundamental difference between a Shipper TMS and a Forwarder TMS: a shipper's TMS is focused on managing internal freight operations and reducing costs, while a forwarder's TMS is focused on managing the external logistics and finances for multiple clients.

If a vendor's demo spends most of its time on multi-customer billing, margin management per client, or brokering capacity to third parties, you're looking at a forwarder TMS wearing shipper branding. That's a real pattern in this market, because many TMS vendors originated on the carrier or 3PL side and later repackaged the same core for shippers. Ask directly during evaluation: "was this built for companies managing their own freight, or for companies managing freight on behalf of clients?" The answer should be immediate, not a workaround.

Why this distinction is worth getting right now

The global transportation management system market was valued at USD 15 billion in 2025 and is expected to grow from USD 16.3 billion in 2026 to USD 40.3 billion by 2035. That growth means more vendors, more overlapping feature lists, and more marketing pages that use "TMS" as a catch-all for anything with the word "transport" in it. Knowing which of the four categories above you actually need before you take a single demo call saves you from sitting through pitches built for someone else's problem. Is a TMS the same as an ERP's transport module? No. An ERP transport module handles basic shipment data inside your existing ERP, but it rarely matches a dedicated TMS on carrier connectivity, rate management or multimodal tendering. Most shippers run a TMS alongside the ERP, connected through integration, rather than relying on the native module alone.

Do I need a TMS if I already use a multi-carrier shipping tool? Depends on your freight mix. If you're parcel-only, the shipping tool may be enough. Once you're running FTL and LTL alongside parcel, or tendering across multiple countries, you're past what a parcel-focused tool was built for.
